Urban Scout Lens

The idea for this lens came while reworking the Thief.  As of now, there's not really a good (non-Wizard) alternative to having a Thief; a Scout can find Traps, sure, but no template can take Lockpicking or Pickpocket, for instance.  The obvious solution is to take the Scout, an already functional high-Per template, and switch out its "nature" side role for an "urban" one.

*Skulker is a Talent that provides +1/level to Gesture, Holdout, Lockpicking, Pickpocket, Stealth, Streetwise, Traps, and Urban Survival.  It reduces encumbrance penalties for Stealth by 1/level, or provides +1/level to reaction rolls with thieves and other ne'er-do-wells.
